Here's a quick-reference guide to the differences between how a typical business operates, and how the Missoula Osprey operates!

Public Relations:
Addresses concerns of the public quickly and thoroughly to ensure a positive reputation in the community. Ignores concerns, files false charges against private citizens who insist that they operate legally.
Safety: 
Must ensure that facilities are up to code before being given permission to operate. Allowed to open without being up to code.
Taxes:
Must pay taxes Aren't required to pay anything, even though their contract says they will pay a specific amount in lieu of taxes each year.
Contracts:
Must abide by terms of contracts they sign. Can pick and choose which parts of the contract they signed with the City of Missoula they will honor.
Collateral:
Has to buy their property. Don't need to buy their property.  They are given City property to use as collateral for funding (the $6,000,000 below).  Even though they don't own it.
Financial Backing:
Gathers investors and funding before opening, and have a plan and budget. Talked the City of Missoula into giving them $1,000,000.
Then another $1,000,000 (but promise, we won't ask for more!) because they have no idea how much stuff costs or whatever.
Then they hit up local lending institutions for $6,000,000 more. That should be plenty!

 

Summary:

The Missoula Osprey seem to be allowed to operate above and beyond the law and all rules of common decency.
